It's hard for those teams to remain solvent in the lower leagues. That's precisely the appeal of "financially promoting." There is investment in those teams because of the belief in rising to MLS. Forestalling that dream for two or three years could force investors to give up on those teams.
Rochester is a sad example of that. I don't necessarily want that to happen to other promising markets.
